Sex between two consenting adults = ok.
Paying someone to have sex that is filmed to make porn = ok.
Paying for food, clothes and expensive gifts to get someone to have sex with you = ok.
Paying for sex = illegal.

Well he never said what he wanted to buy with the $1000/hour.

So, like, what does that translate to? $1000/hour = ~$50 per "transaction"? I'm not terribly well versed on the price of crack, but I don't think that's gonna do it.
