One factor is the fact that Islamic Law requires quick burials for the deceased. I imagine the government is trying to show that this action wasn't part of a "war against Islam" but an action against an individual, and this action was intended to help demonstrate that.</p>

<p>I've heard that explanation and I'm not really buying it, for a few reasons: 1) Bin Laden was simply too valuable a target not to interrogate, pull DNA from, humiliate in handcuffs, etc. 2) Since when do we give a crap (as a government or military) about Islam, to the extent that we would take extraordinary measures to execute a proper burial for the single most valuable target, whether symbolically or strategically, in the War on Terror? 3) Most Muslims hate OBL and couldn't give a damn whether he was given a proper Muslim burial or not. 4) If the government really cared about not upsetting Muslims, they wouldn't be tramping around the Middle East, blowing up people and property at will.</p>

<p> A larger factor, I believe, is that they don't want to risk having any burial site become a shrine. If he'd been buried on-shore, his grave would become a lightning rod - attracting all sorts of terrorists and terrorist wannabe's and giving them a sense of inspiration. (Look at all the modern neo-nazis who still revere Hitler, and think about what they would do if they had a body available to "worship".)</p>

Avoiding a graveside shrine is a more vital consideration for national security than interrogating bin Laden? Besides, if you have a grave people visited to worship, what better magnet for drawing potential terrorists out into the open to be identified. Seriously, how many would visit a grave to worship bin Laden? Doesn't pass the smell test.</p>
