<p>So, someone makes arrangements to bring a dog from Afghanistan to the United States. But then the individual who owns the dog neither tags nor microchips it in case it should get lost. But the dog gets out of its yard, is picked up by animal control and then mistakenly euthanized. Of course the animal worker who made the mistake is fired. But at the same time it sounds to me like the owner was woefully negligent in his attitude concerning his responsibilities in making sure the dog was properly tagged and/or microchipped to prevent something like this from happening. So we now have a dead dog and blame being placed entirely on the animal control worker. I think there should be a shared responsibility of blame.</p>
