Torque, I seem to recall some vague accusations on the part of the Russians that perhaps the allies had been responsible at the time.

K-141 Kursk was a Russian nuclear cruise missile submarine which was lost with all hands when it sank in the Barents Sea on August 12, 2000. Kursk, full name Атомная подводная лодка "Курск" [АПЛ "Курск"] in Russian, was a Project 949A Антей (Antey, Antaeus but was also known by its NATO reporting name of Oscar II). It was named after the Russian city Kursk, around which the largest tank battle in military history, the Battle of Kursk, took place in 1943. One of the first vessels built after the fall of the Soviet Union, it was commissioned into the Russian Navy's Northern Fleet.

Brief synopsis:<br><br>
Russians develop super torpedo.<br>
Chinese interested in purchasing technology surrounding torpedo.<br>
Kursk armed with said torpedos for demonstration exercise, Chinese in attendance.<br>
USS Toledo accidently rams Kursk while protesting sale of torpedos.<br>
USS Memphis (also lurking near by) fires on Kursk after it hears it loading it's torpedos to fire on Toledo.<br>
Russia and US go into discussions behind closed doors.<br>
A huge Russian debt is signed off by the US and another 20 million dollars is loaned.<br>
Russian sailors are left on sea floor to die with their knowledge of both the torpedo exercise and the attack by the US.<br><br>
Interesting.
