I have these nice lined bib tights with stirrups - the ones I have are made by Giordana - I've had them for about 15 years... they've held up well! I tried to find some Giordana tights that are similar... but they are super pricey, at least what I've found.
I've had good luck with Pearl Izumi stuff too though, I've just never had any Pearl Izumi tights before.

I bought Pearl Izumi tights for Andrew a few years ago. Make sure whatever you buy is not only winter weight but wind resistant! The other thing I'm sure your bro would appreciate if you have the $$ is a pair of booties to put over his cycling shoes to keep his feet warm.
